Rachael Towle is a seasoned proposal professional with over a decade of experience supporting federal, state, and local government contracting efforts. Currently serving as Proposal Manager at Woolpert, Rachael leads strategic proposal development across multiple sectors, including geospatial and infrastructure, and is an Associate as part of Woolpert’s Principal Program.
Her career spans roles in document management, business development support, and administrative coordination for organizations such as NASA Marshall Space Flight Center, where she honed her skills in compliance, formatting, and technical documentation. Rachael’s background also includes leadership in nonprofit organizations, showcasing her ability to manage teams, coordinate large-scale events, and drive community engagement.
Rachael holds a Bachelor of Science in Sociology from Athens State University, graduating Magna Cum Laude, and has completed coursework in Accounting Technology and Human Development. She is deeply committed to professional development and industry standards, currently serving as Chair of the APMP MidSouth Chapter, representing proposal professionals across six states. Her APMP involvement reflects her passion for elevating proposal practices and mentoring others in the field.

Caroline is a Microsoft Office Specialist Expert with BA in English from the University of North Florida and an MS in Library and Information Science from the University of South Carolina, with additional graduate studies in Information Architecture from Florida State University. At Professional Contract Services, Inc. (PCSI), she leads knowledge initiatives for the BD wing of a $250M Government contractor.
